Regional authorities have submitted a bill to the Legislative Assembly proposing the reclassification of six plots in the Nevyansky District from agricultural land to industrial land. On these plots, covering a combined area of nearly 33,000 square metres, prospectors from the Neyva artel plan to search for precious metal. At the same time, experts are forecasting a drop in placer gold production<\/a> across Russia as a whole, driven by tightening regulation and new financial burdens on operators. <\/p>\n\n

The plots in question are located near the village of Konevo and the hamlet of Osinovka, and are currently in municipal ownership. Three of the six parcels fall within the water protection zone of the Bolshoy Sap river. Federal Law No. 52, which came into force in March this year, restricts the reclassification of agricultural land into other categories without approval from the Ministry of Agriculture. However, the explanatory note to the bill points out that placer gold is not classified as a common mineral, and therefore no formal obstacles exist to changing the land category. <\/p>\n\n

This local initiative is unfolding against a difficult backdrop for the industry. Experts estimate that placer gold production<\/a> in Russia could fall to 74\u201378 tonnes in 2026, under pressure from tightening regulation, licensing difficulties, rising costs, and declining profitability at smaller operations. If the burden on businesses increases by up to 15%, forecasts suggest that as much as 7% of output could move into the shadow economy. <\/p>\n\n

Particular concern surrounds the introduction of mandatory land reclamation funds. Legislation passed last autumn requires companies to hold funds in dedicated accounts to cover land restoration after mining. The annual burden on the industry could reach 8\u201312 billion roubles. For small prospecting cooperatives working low-margin placer deposits, this is critical: capital is tied up at a time when the costs of equipment, fuel, logistics, and credit are all rising. <\/p>\n\n

The Neyva artel’s initiative in Sverdlovsk Oblast shows that interest in placer deposits remains. However, federal pressure through reclamation fund requirements and increasingly complex licensing procedures may render many such projects economically unviable. If the trend continues, the share of grey-market gold will grow while legal production continues to shrink. <\/p>\n\n
