The head of Rosnedra Oleg Kazanov announced the department’s plans to strengthen control over subsoil users and implementation of an automated monitoring system.

Over 50% of search licenses in Russia are currently virtually inactive. According to the head of the Federal Agency for Subsoil Use, Oleg Kazanov, the main reason for this situation is the lack of adequate financing from the owner companies.

A significant part licenses has minimal funding, which is barely enough to pay management. This situation creates serious administrative barriers to the development of the country’s mineral resource base.

Rosnedra is taking measures to change current practices. The agency is implementing an automated monitoring system that already covers approximately 11 thousand licenses. The new system allows you to quickly monitor the fulfillment of license obligations.

Monitoring data shows that more than 30% of licenses have various violations. The most common is failure to provide state geological reporting within the established time frame.

This year, Rosnedra plans to intensify checks of the financial and technical capabilities of companies applying for licenses. For unscrupulous subsoil users who continue to violate their obligations, notifications are provided with subsequent revocation of licenses. This will improve the efficiency of subsoil use and attract responsible investors to the industry.

The material was prepared with the support of the Russian Ministry of Education and Science as part of the Decade of Science and Technology.

Source: Interfax, Rosnedra

Photo: @zolteh

More than half of all search licenses in Russia remain unused due to insufficient funding.
