Further expansion will require not more standalone cracking units, but manufacturing clusters built around existing petrochemical giants. SIBUR believes the next stage of growth lies with <a href=\"https:\/\/geoconversation.org\/en\/shorts\/what-gas-processing-products-are-obtained-and-how-are-they-used\/\" data-type=\"link\" data-id=\"https:\/\/geoconversation.org\/shorts\/produkty-pererabotki-gaza\/\" target=\"_blank\" rel=\"noopener\">downstream processors<\/a> that need ready-to-use industrial sites, infrastructure, and reliable access to feedstock.<\/p>\n\n<p class=\"wp-block-paragraph\">Since 2010, SIBUR has invested approximately RUB 2.4 trillion in modernization and construction projects. During that period, annual production capacity for synthetic materials increased by around 4.5 million tonnes, while import dependence was eliminated for 90% of product categories.<\/p>\n\n<p class=\"wp-block-paragraph\">However, according to SIBUR Executive Director Pavel Lyakhovich, the previous growth model has reached its limits. Commissioning additional large-scale production units no longer delivers the same returns. The greater opportunity lies in developing downstream processors and creating full industrial clusters around major petrochemical complexes.<\/p>\n\n<p class=\"wp-block-paragraph\">China offers a model to follow. More than 70% of China&#8217;s petrochemical capacity is concentrated in specialized industrial parks where the state prepares land and provides power, water, rail connections, and port infrastructure in advance. This infrastructure base makes the entire production chain more competitive, Lyakhovich said.<\/p>\n\n<p class=\"wp-block-paragraph\">In Russia&#8217;s Far East, the Amur Gas Chemical Complex is expected to become the core of such a cluster, with annual polymer production capacity of 2.7 million tonnes. The entire region currently <a href=\"https:\/\/geoconversation.org\/en\/shorts\/how-does-oil-refining-work\/\" data-type=\"link\" data-id=\"https:\/\/geoconversation.org\/shorts\/pererabotka-nefti\/\" target=\"_blank\" rel=\"noopener\">processes<\/a> less than 70,000 tonnes per year. Companies already being built around the complex could increase local polymer processing by approximately 60%.<\/p>\n\n<p class=\"wp-block-paragraph\">The Ministry of Industry and Trade has backed the concept. Arthur Smirnov, head of the ministry&#8217;s Chemical Industry Department, proposed involving relevant government agencies and oil companies in roadmaps for new chemical production facilities. Investors, he argued, should know in advance the volume, quality, source region, and price of basic feedstock, while state support measures should be tailored to the economics of each individual project.<\/p>\n\n<p class=\"wp-block-paragraph\">Russia&#8217;s petrochemical industry is entering a new phase: moving from simply building giant production facilities to creating integrated industrial ecosystems.
