A Chinese company will build a liquefied gas production plant in the Khabarovsk Territory

A new plant for the production of liquefied natural gas (LNG) will appear in the Khabarovsk Territory. The project is being implemented by the Chinese Xinxing Corporation, a subsidiary of the Zhongyu Xinxing energy company. The construction agreement was signed at the Russian-Chinese forum in Khabarovsk. 

The plant will be classified as small-scale production. Its capacity will be 80 thousand tons of LNG per year. Raw materials for processing will be supplied via the Sakhalin-Khabarovsk-Vladivostok and Belogorsk-Khabarovsk gas pipelines. 

It is planned that 33 thousand tons of gas will remain on the domestic market, and 47 thousand tons will go to the northern provinces of China. 

According to regional authorities, the volume investments the project will amount to 1.3 billion rubles. However, the company’s presentation talks about $40 million (about 3.2 billion rubles). The first stage of the plant is planned to be launched in 2028–2029, but investors intend to speed up the process and complete construction by 2026–2028. 

To provide the plant raw materials The development of the gas transportation system of the Far East continues. The Sakhalin-Khabarovsk-Vladivostok gas pipeline, 1,800 km long, is already operating, and the construction of the Belogorsk-Khabarovsk jumper is on schedule. Its commissioning is scheduled for 2026. 

This is not the only LNG project in the Far East. In Primorye they plan to build a large terminal for transshipment of liquefied gas by 2027, and another small-tonnage plant in the Nadezhdinskaya ASEZ. The implementation of these projects will strengthen Russia’s position as a key supplier of energy resources in the Asia-Pacific region. 

The construction of an LNG plant in the Khabarovsk Territory is an important step in the development of the gas industry in the Far East. The project will not only provide the region with additional capacity, but will also expand export opportunities to China.
