Import substitution and private business: The government approved a plan for the development of the mineral resource base

The Russian government approved strategic plan for the development of the mineral resource base (MSB) until 2050. The main objectives are to strengthen import substitution, attract private companies to geological exploration (GE) and increase the production of rare earth minerals. 

The Russian government has approved a set of measures as part of the Strategy for the Development of the Mineral Resources Base until 2050. The plan includes programs aimed at replacing foreign technologies in geological exploration, expanding regional exploration and increasing the production of rare earth resources. 

Prime Minister Mikhail Mishustin emphasized that a significant part of the plan is devoted to supporting domestic developers. “We will focus on creating a full range of technologies, equipment and software necessary for the development of fields,” he said at a meeting with deputy prime ministers. 

Key activities include analyzing the needs for technologies and equipment for geological exploration, creating a database of Russian engineering solutions and developing domestic software for all stages of geological exploration. 

In addition, in 2025 it is planned to simplify access for small and medium-sized businesses to geological exploration. For this purpose, economic mechanisms will be developed, including incentives for working in difficult and risky regions. 

The government’s new plan is aimed at strengthening Russia’s position in the field of mineral resources. Strengthening import substitution and attracting private companies will help ensure technological independence and sustainable development of the industry.
