Alluvial gold license fees could rise by a fifth

The Russian Ministry of Natural Resources proposes to increase the one-time payment for the right production placer gold. The amount may increase by 20%, which is explained by high investor interest and profitability deposits.

The ministry’s initiative is aimed at changing the methodology for calculating the starting payment for auctions. The rules for determining payments for plots issued without bidding will also be adjusted. According to the representative of the department, this will allow maintaining a balance of interests of the state and business. The increase is justified by the economic value of the subsoil and rising gold prices.

It is planned to include the latest changes in tax legislation in the calculations. Special coefficients will be applied, for example, the CDRM for gold. This will also affect the final payment amount. At the same time, for Arctic zones and hard-to-recover reserves, the methodology may remain the same.

Statistics confirm the relevance of the initiative. In 2024, revenues from auctions for licenses for gold placer areas reached 9.1 billion rubles. This is 2.2 times more than a year earlier. As the head of Rosnedra Oleg Kazanov noted, this amount is almost equal to revenues from all other solid minerals.

The size of the one-time payment is calculated individually for each site. It is influenced by the volume of reserves, the extraction tax (MET), the world price of gold and other economic indicators. The new rules will help to more objectively assess the cost of licenses taking into account the current market situation.
