The Mozambican authorities are interested in expanding partnership with Russia in the energy sector. The country has one of the largest natural gas reserves in Africa and is ready to offer Russian companies participation in their development.
The Minister of Foreign Affairs of Mozambique, Makame dos Santos Lukas, during a visit to Moscow on July 22, 2025, discussed with Sergei Lavrov the possibilities of attracting Russian oil and gas companies to development deposits in the province of Cabo Delgado. This region is rich in gas reserves, but its development is complicated by the unstable situation.
“We are interested in the experience of Russian companies such as Gazprom and Rosneft, which successfully operate in difficult conditions,” the minister noted.
In addition to Russia, companies from the USA, Italy, France and South Korea are showing interest in Mozambican gas. However, uncertainty after the 2024 elections and the terrorist threat in the region are forcing Western corporations to tread carefully.
The Mozambican government is beefing up security measures with support from international partners including Rwanda and Tanzania. Russia is also helping to train local specialists.
There are three key liquefied natural gas (LNG) projects located in the province of Cabo Delgado:
- Mozambique LNG (TotalEnergies) – suspended due to security threats.
- Coral North FLNG (Eni and ExxonMobil) – continues to operate.
- Rovuma LNG (ExxonMobil, Eni, CNPC) is developing despite the risks.
Previously, militant activity led to the halt of some projects, but now the situation is gradually stabilizing.
The ruling Frelimo party, which won the 2024 elections, traditionally maintains ties with Russia. Against the backdrop of instability in relations with Western investors, Mozambique views the Russian Federation as a reliable partner.
Mozambique opens up new opportunities for Russian business in the energy sector. Participation in the development of gas deposits can strengthen Russia’s position in Africa and ensure long-term cooperation.
