From September 1, 2025, new development rules will come into force in Russia deposits solid minerals. The changes concern permissible deviations in production, the procedure for conducting exploration and the possibility of joint development of several fields.
The Ministry of Natural Resources and Rosnedra are introducing new regulations for subsoil users. According to orders No. 209 and No. 03, now the permissible deviation of the actual annual production volume from that planned in the technical design cannot exceed 20-50%. This is an important change that allows companies to respond more flexibly to market conditions.
Operational exploration is now officially aimed at clarifying solid mineral reserves. If there are significant discrepancies in the data, additional exploration must be carried out. This will help more accurately assess resources and plan production.
The regulations for conducting pilot industrial development have been approved. Experimental work is carried out to clarify the conditions of the deposit and the characteristics of minerals. All decisions must be justified by current state examination data.
One of the key innovations is the possibility of joint development of several solid mineral deposits. If subsoil resources are provided to one user under one or more licenses, work can be carried out under a single project. Unified development by different subsoil users is also allowed on the basis of one technical project under a special agreement.
All innovations must comply with the requirements of rational use of subsoil and environmental protection. Project data cannot contradict the results of the state examination of reserves.
The new rules are designed to optimize the process of mining solid minerals in Russia. They give companies more flexibility while maintaining environmental standards.
