From 2025, the process of obtaining licenses for production minerals can become completely digital. The corresponding changes are being discussed in the State Duma. The new procedure will simplify the preparation of documents and reduce the time it takes to issue them.
According to the proposed bill, all stages of obtaining licenses and permits will be transferred to electronic form. It will be possible to submit applications and receive documents through the State Services portal and the Gosklyuch system. This applies not only to subsoil use, but also to the registration of pesticides, agrochemicals and capital construction projects.
The reform will be carried out in stages:
- From September 1, 2025, the first digital services will start operating.
- From March 1, 2026, new rules will affect the sphere of subsoil use.
- The period of system refinement and user adaptation will continue until 2027.
The transition to an electronic format will reduce bureaucratic procedures and speed up the issuance of documents. Companies will no longer have to visit departments in person – everything can be completed online.
The final decision on the bill will be made after additional discussions. If the changes are approved, Russia will take an important step towards digitalization environmental management.
