The Russian Ministry of Natural Resources has taken the initiative to significantly increase fines for environmental violations. The proposed amendments to the Code of Administrative Offenses could increase the amount of penalties by 2–4 times for enterprises and officials.
The Ministry of Natural Resources has prepared draft amendments aimed at strengthening liability for providing false data in environmental declarations and for late payment of fees for negative environmental impact. According to the new rules, officials for distorting information face a fine of 20 to 60 thousand rubles. For individual entrepreneurs, the amount will be from 50 to 200 thousand rubles, and for legal entities – up to 400 thousand rubles.
Particular attention is paid to repeated violations – in such cases, penalties are doubled. At the same time, companies have the opportunity to avoid liability if they independently submit updated declarations before the start of inspection by regulatory authorities.
There is also a significant increase in fines for late payment of environmental fees. For officials the maximum amount will be 24 thousand rubles, for individual entrepreneurs – up to 200 thousand, and for organizations – up to 400 thousand rubles
The ministry is confident that such measures will help improve the environmental discipline of enterprises and improve the quality of reporting. This should reduce cases of manipulation of environmental impact data.
Public discussion of the bill will last until November 17. New penalties may come into force after all approval procedures are completed, which will force companies to take a more responsible approach to environmental reporting issues.
