Canadians to Build Rare Earth Plant in India Using Aluminum Industry Waste

India could soon turn its vast stockpiles of toxic red mud into a strategic resource. Canadian company Enervoxa plans to invest $250–350 million in a facility that will extract rare earth elements (REEs) from bauxite residue, a by-product of aluminum production. The company is already in talks with state-owned aluminum producer NALCO and other major industrial players.

The technology behind the project has been under development for eight years. It enables the recovery of the critical rare earth elements used in electric vehicles, electronics, renewable energy technologies, and defense applications. Although India possesses substantial rare earth resources, it currently lacks domestic capacity to produce high-purity rare earth materials on an industrial scale.

The proposed project is valued at $250–350 million. Financing is expected to combine equity investment with project financing. In addition to discussions with aluminum producers, Enervoxa is negotiating with steelmakers and engineering companies to establish a fully integrated supply chain. One of India’s eastern states is being considered as the preferred location for the plant.

Depending on the final project configuration, the facility could either carry out the complete refining process on site or produce rare earth concentrates for further processing elsewhere. Either way, it would become India’s first industrial-scale facility dedicated to recovering rare earth elements from red mud.

The project also carries significant geopolitical importance. Countries around the world are seeking to reduce their dependence on China, which dominates global rare earth processing. The Indian government has already been exploring technologies for recovering valuable metals from red mud, making Enervoxa’s proposal well aligned with the country’s broader strategy.

For decades, red mud has been viewed primarily as an environmental liability. If the Canadian-Indian venture succeeds, it could transform this industrial waste into a valuable source of critical minerals, helping India establish an integrated domestic rare earth supply chain and strengthen its position in the global competition for strategic resources.
