Development Bank of Kazakhstan JSC is launching a large-scale financing program for projects in the field of mining and processing of rare and critical materials. The total investment will be one billion US dollars. This initiative is designed for the period from 2025 to 2030 and will be a powerful stimulus for the growth of the country’s high-tech industry.
The new program creates exceptional conditions for business. Medium and large-scale enterprises can receive financing from 5 billion tenge in any key currency. The loan term reaches 20 years, which provides companies with long-term stability. Additional advantages were the abolition of fees for arranging financing and the availability of a grace period.
The strategic importance of this program cannot be overstated. Rare earth and critical metals, such as lithium, cobalt and tungsten, are the foundation for modern technologies. They are critical for the production of electronics, the development of green energy and the creation of innovative materials. Supporting their production and processing within the country will allow Kazakhstan to strengthen its position in the world market.
“Our key task is to facilitate the emergence of new points of economic growth in Kazakhstan,” emphasizes Marat Elibaev, Chairman of the Board of the Development Bank of Kazakhstan. “We aim for the country to become a manufacturer of finished products with high added value, and not just a supplier of raw materials. This will make it possible to build complete technological chains and increase the competitiveness of domestic industry.
To participate in the program, projects must meet a number of requirements. Financing will be directed to the metallurgical industry, in particular, to the mining and metallurgical complex, which has deep processing capabilities. A mandatory condition for borrowers is confirmation of mineral reserves according to international standards JORC.
The implementation of this initiative will have a comprehensive positive impact on the economy of Kazakhstan. The creation of new jobs, growth of export potential and development of advanced industries are expected. This is a direct contribution to industrial diversification and the country’s integration into global value chains.
