Gold Fields has received the key environmental authorization required to develop the Windfall gold project in Canada’s Quebec province. The certificate was issued by the province’s Ministry of the Environment on October 30. The document completes the environmental and social impact assessment procedure and allows construction to begin, subject to conditions and other regulatory requirements.
The company has not yet made a final investment decision. Gold Fields promises to present an updated construction schedule, cost estimate, and resource and reserve data together with its preliminary 2026 results in February 2027.
The company previously indicated that project costs could approach the upper end of the $1.7–1.9 billion forecast range. Gold Fields now plans to return equipment to the site and resume underground work, which was suspended after the bulk sampling permit expired at the end of August. Early construction work and camp building should begin soon.
Once at full capacity, Windfall will produce about 300,000 ounces of gold per year. Canadian regulatory documents describe a mine life of about ten years and an ore mining capacity of 4,950 tonnes per day.
The approval followed an impact and benefit agreement signed in June with the Cree First Nation of Waswanipi, the Cree Nation Government, and the Grand Council of the Crees.
Background
Gold Fields gained full control of Windfall after acquiring Osisko Mining in 2024. The underground project is located about 115 kilometers east of Lebel-sur-Quévillon in the Eeyou Istchee James Bay region. Separately, CEO Mike Fraser last month cooled talk of a possible raised bid for Northern Star Resources, after its $38.7 billion offer was rejected. In Ghana, officials recently signaled that Gold Fields may retain control of the Tarkwa mine: five of its six licenses expire in April 2027, and renewal talks are continuing.
Environmental approval removes a key barrier for Windfall. Everything now depends on the investment decision and updated calculations the company will present in early 2027. If the project’s economics are confirmed, the mine could become a notable source of gold for Gold Fields for a decade to come.
