The Russian government plans to cancel the simplified procedure for issuing production licenses alluvial gold. This decision is aimed at protecting the environment and combating speculation in subsoil use.
The authorities intend to ban the issuance of licenses for placer gold on the application principle. This was announced by the Chairman of the State Duma Committee on Ecology, Dmitry Kobylkin. The initiative arose after appeals from residents of the Trans-Baikal and Altai territories, where the local population asked to limit such production.
The simplified licensing procedure has led to permits being subject to speculation. The Union of Prospectors of Russia supported the changes, noting that the licenses have turned into highly liquid securities. Now they are proposed to be issued only to existing enterprises with experience and the necessary competencies.
Additionally, during the autumn session they plan to adopt a law on financial support for land reclamation. Subsoil users will not be able to obtain a license without guarantees of restoration of the territory after work.
Already, the simplified procedure is prohibited in Bashkortostan, the Kemerovo and Amur regions, and also partially in Tyva.
These measures will help protect nature and increase responsibility gold mining companies.
