Rosnedra and the Russian Ministry of Natural Resources have made important changes to the regulations that determine the procedure for official recognition of the discovery deposits. The main innovation allows companies to legalize not only the main minerals, but also all associated minerals discovered in the license area, without lengthy bureaucratic procedures.
As explained by the Minister of Natural Resources and Environment Alexander Kozlov, often in the depths there are deposits of various resources, such as copper, zinc and lead. Previously, to legitimize the production of such associated components subsoil users I had to go through the complex process of re-issuing a license. The new norm eliminates this bureaucratic barrier, which significantly speeds up the entire production cycle – from geological exploration work prior to the launch of the field.
The fact of discovery is confirmed by the placement of a new facility on the state balance sheet with reserves in categories C1 and C2. This certificate gives its owner the exclusive right to mine discovered minerals without the need to participate in an auction.
Simplification of the procedure for registering associated minerals is aimed at stimulating investments in geological exploration and promoting more efficient development of subsoil. This is an important step for the development of the country’s mineral resource complex, which makes the industry more attractive for business.
