A strategic meeting of the Supreme Mining Council was held in the State Duma, where a set of measures to support the mining complex was approved.
At an extended meeting on November 27, 2025, government and business representatives developed a roadmap for the development of the mining complex. Participants emphasized that the well-being of 60 single-industry towns with a population of over 1.5 million people depends on the efficiency of this industry. The enterprises provide 80% of Russian Railways’ freight traffic, and tax revenues are second only to the oil and gas sector.
The situation in the coal industry caused particular concern. Physical wear and tear of equipment exceeded 50%, and total losses reached 263 billion rubles. Import dependence in the coal mining industry is 76.6%, and for six key types of equipment there is a critical lack of domestic analogues.
Legislative changes include the development of a federal law on the development of mining engineering and the improvement of technical regulations. In government procurement, the priority of Russian equipment will be legislated.
Financial support provides for an increase in tax benefits for manufacturers of domestic equipment and the introduction of preferential leasing. A special program has been provided for restructuring the credit burden of enterprises.
Industry reorganization will begin with the creation of a specialized agency and a coordination committee for interaction between business and the Ministry of Industry and Trade. A comprehensive program will be developed to consolidate the needs for equipment and frames until 2030.
International cooperation will focus on technology partnerships with the BRICS countries. It is planned to create joint innovation and industrial clusters.
Digital transformation will accelerate adoption artificial intelligence and digital twins in production process management.
The implementation of these measures will not only overcome the systemic crisis in the coal industry, but also create a competitive domestic mining engineering industry, ensuring the technological sovereignty of the country.
