In 2024, Rosnedra was able to conduct only half of the planned auctions for subsoil use. Of the 309 announced trades, only 159 took place, which is 18% below expected revenues.
The main reason is a sharp decline in investor interest. More than 100 lots were left without applications due to high costs or errors in documents. Another 15 plots were removed from publication before the start of trading.
The financial losses turned out to be significant: instead of the predicted 24.3 billion rubles, the department received 4.3 billion less than in 2023. The revenue plan has not been met in ten key areas.
Some areas were rated too high. For example, deposits in the Tambov region, Krasnoyarsk Territory and Transbaikalia were offered with an initial price of 750 million to 2 billion rubles. However, there were no people willing to buy them.
Although auction activity has decreased, Rosnedra exceeded its plans for resource reproduction:
- Gas, nickel, copper, iron ore – 148.3% of the plan;
- Gold, silver, oil – 108.6%;
- Rare and colorful metals — 124,9%.
Bottom line: Unsuccessful bidding hit the budget, but mining remains at a high level. The department will have to revise the terms of the auctions in order to attract more investors.
