Russia will develop a program to extract scarce metals

The Russian Ministry of Natural Resources plans to create a federal program for the development of technologies for the development of scarce types of raw materials. The program will cover the entire life cycle – from geological exploration to production of final products. 

The Russian Ministry of Natural Resources has begun developing a federal program aimed at creating technologies for the extraction of scarce metals and other types of raw materials. According to Alexander Temnov, deputy head of the department of state policy and regulation in the field of geology and subsoil use, the program will include a full cycle of work: from prospecting and exploration of deposits to the release of finished products. 

At the current stage, the ministry, together with business representatives and other departments, has prepared proposals for the formation of the program. 17 technological chains have already been created for working with scarce types of raw materials, in which key technologies have been identified. However, an analysis of about 100 fields showed that half of them are unprofitable for development in the current economic conditions. This highlights the need to introduce new technologies for efficient resource development. 

The program is planned to be financed exclusively from extrabudgetary sources. According to Temnov, large companies have already shown interest in participating in the project, including two leading state corporations. 

Earlier, in 2024, with the support of Rosnedra, a geotechnological center was created, whose task is to develop technologies for the development of scarce minerals. The head of Rosnedra, Evgeny Petrov, noted that funds for the modernization of the center were allocated as part of the state program “Geology. Revival of a legend.” 

The list of scarce minerals in Russia includes uranium, manganese, chromium, titanium, bauxite, molybdenum, tungsten, rare metals (lithium, beryllium, rare earth elements), as well as zirconium, vanadium, niobium, tantalum, rhenium, graphite and fluorspar. 

The new program of the Ministry of Natural Resources is aimed at reducing Russia’s dependence on imports of critical raw materials. The introduction of modern technologies will make it possible to effectively develop deposits and strengthen the country’s raw material security.
