Financial indicators coal mining businesses continue to deteriorate. According to the forecasts of the Ministry of Energy of the Russian Federation, the net loss of the industry by the end of 2025 could reach 350 billion rubles. Such data was announced by the deputy director of the ministry’s department, Dmitry Lopatin, during a meeting in the Federation Council.
Rosstat statistics indicate growing problems in the industry. In the first quarter of 2025, company losses amounted to 79.9 billion rubles, and the share of unprofitable enterprises increased to 61.8%. In just five months of this year, financial losses reached 112 billion rubles – the same as for the entire 2024. For comparison, in 2023 the coal industry made a profit of 374 billion rubles, but the following year the situation changed dramatically.
The main factor in the deterioration of the companies’ position was their high level of debt. At the moment, the total volume of loans in the industry exceeds 1.2 trillion rubles, and by the end of the year this amount may grow to 1.4 trillion rubles. This creates an additional burden on business, especially in the context of declining profitability of coal production and exports.
At the end of May, the Russian government approved a package of anti-crisis measures for the coal industry. Among them are a deferment of mineral extraction tax and insurance premiums until the end of 2025, compensation of export tariffs for the transportation of coal in key directions, as well as the possibility of restructuring credit debt. These steps are designed to stabilize the situation and help companies survive the difficult period.
Experts note that further developments will depend both on government support and on the situation on the global coal market. In the coming months, it will become clear whether the measures taken will be able to prevent the predicted increase in losses.
