From November 17 to 21, 2025, Moscow will host a series of key events for specialists in the field of geology and subsoil use – the 11th All-Russian Forum of Subsoil Users and the 18th Conference “Subsoil Use in Russia: State Regulation and Practice.” The agenda includes issues of legislation, digital transformation and rational use of the country’s SMEs.
In the fall of 2025, Moscow will once again become the center of gravity of the professional community geologists and representatives of the mining industry. The 11th All-Russian Forum of Subsoil Users will be held from November 17 to 21 and will bring together heads of federal departments, experts from Rosnedra, scientific institutes and large companies working in the field of exploration and development of subsoil.
The grand opening of the forum will begin with welcoming addresses from representatives of the Federation Council, State Duma, Rosnedra and the Russian Geological Society. Participants will discuss the current state of mineral resources, prospects for improving regulation and the development of digital tools that make the subsoil use process more transparent and efficient.
Key topics of the forum include improving state expertise of reserves, licensing, rational use of groundwater and improving geological exploration programs. It is also planned to consider new approaches to the digitalization of Rosnedra, including expanding the functionality of state information systems and automating work with geological data.
The 18th All-Russian Conference “Subsoil Use in Russia: State Regulation and Practice” will take place on November 18 and 19. The focus is on changes in legislation in 2025–2026, new licensing procedures and law enforcement practice in the field of mining. Experts from Rosgeolexpertiza and the PravoTEK Institute will present current recommendations on maintaining licenses, organizing auctions and protecting rights subsoil users.
The final day of the forum, November 21, will be dedicated to digital technologies. The fourth conference “Digitalization in Subsoil Use” will bring together representatives of Rosgeolfond, Rosgeolexpertiza and IT departments of Rosnedra. On the agenda is the transition to electronic document management, development of the FSIS system “Unified Fund of Geological Information” and updates in the personal account of the subsoil user. Participants will discuss how digitalization helps speed up examination procedures and improve the quality of mineral resource management.
The All-Russian Forum of Subsoil Users and the conference “Subsoil Use in Russia” will become the central events of the industry in 2025. They will allow us to combine the efforts of the state, science and business in the formation of a modern model of subsoil use based on transparency, sustainable development and digital technologies.
