In 2025, the Russian budget received billions of rubles from auctions for the right to use subsoil. These funds form an important part of government revenue, despite the general decline in activity in the mining industry.

At the end of 2025, the federal budget was replenished by 6.5 billion rubles thanks to auctions for the right to use subsoil. It is important to note that this amount does not take into account revenues from trading natural diamonds and common minerals.

However, statistics show an alarming trend. If we compare with the previous period, revenues from one-time payments this year decreased by 71%, amounting to 6.49 billion rubles. For comparison, according to the report of the Accounts Chamber, in 2024 over 23 billion rubles were transferred to the treasury. Moreover, the result at that time was 19% lower than planned.

The main reason for the decline in revenue is a significant decline in auction activity, especially in key regions. In the Far East, where the main production is concentrated, there is a sharp drop in the number of both announced and completed tenders. Since the beginning of 2025, about 75 auctions have been announced, compared with 159 in 2024.

Experts attribute this to several factors. Last year’s reduction was explained by the general reduced activity of subsoil users. In 2025, regional specifics were added. For example, in the Amur region not a single auction was held for the extraction of alluvial minerals. gold. This is directly related to the policy pursued by the regional authorities aimed at reducing the volume of precious metal production.

Thus, despite the influx of billions of rubles, the auction market for mineral resources is demonstrating complex dynamics. A decrease in the number of tenders and changes in regional policy directly affect the formation of the revenue side of the state budget. The situation requires careful analysis to predict future revenues.
