Vladimir Putin signed a law restricting access to special maps and diagrams containing information about mineral deposits. The document amends the law “On Subsoil” and came into force on the date of official publication.

We are talking about maps that indicate deposits, their boundaries, as well as subsoil areas that have already been transferred for use. Previously, these schemes were published in the public domain on Rosnedra resources and were used, among other things, by land owners when planning construction outside populated areas.

According to the new procedure, only users who are authorized through State Services and registered in the Federal State Information System “Unified Geological Information Fund” will have access to such data. In this case, the applicant will not be shown the entire card.

Information will be provided in a targeted manner – only for a specific land plot and in a simplified format. The user will only be able to find out the fact of the presence or lack of mineral reserves on its site without disclosing detailed geological data.

Restricting access to subsoil information was a continuation of the policy begun in 2025. Since the beginning of the year, authorization through Gosuslugi was required to work with previously opened resources of Rosgeolfond. In May, the government suspended regulations that would provide greater access to FSIS data until the end of 2027.

In addition, in the summer the amount of information available even to authorized users was significantly reduced. In the registers of licenses and subsoil areas Only basic information remains – license number, date of issue and region of location.

The new law strengthens controls over the dissemination of geological information and limits public access to field data. The authorities explain the changes by the need to protect strategically important information about the subsoil.
